Assessment is central to chemical education in schools. However, teachers untrained in educational assessment often make errors when they construct multiple-choice items. Windows-compatible software called Test Construction Support System (TCSS) was developed to facilitate teachers to implement formative assessment in secondary-school chemistry. The TCSS provides a computer-based environment within which a chemistry teacher can perform a number of tasks such as: learning 15 important guidelines for designing good multiple-choice items; accessing 78 abstracts of articles on students' misconceptions in acids–bases chemistry, chemical equilibrium, and electrochemistry; and creating Web-based multiple-choice items for students to self-assess their learning of chemistry formatively. Surveys of teachers and students have indicated that TCSS is a useful tool for enhancing teachers' professional growth in educational assessment and for improving students' learning of chemistry.
